Figure out how to get rid of SRM for rucio bring-online #501

Only way we know to have rucio read from FNAL_DCACHE is with SRM which does automatic bring-online. There's the wlcg bring-online api now, we should in theory be able to do it that way with davs and root. need to understand how.

gfal-bringonline and gfal-xattr should work.. but Andrew's tests aren't working at the moment.

We need to solve the short term issue of bring online for JustIN development but we have some more time on SRM interfaces and getting rid of them. We continue to be in dialogue with Andrew and with dCache developers.
