Deletions aren't happening like they should #631

In addition to known problems at QMUL, significant deletes have been made from MANCHESTER, PRAGUE, RAL-PP, DUNE_UK_LANCASTER_CEPH among others.. all dc4 scopes should be gone but rucio list-file-replicas show there are plenty of replicas out there not deleted.

This issue pertains only to things which were once part of rules and aren't any more. GreedyDeletion is not on any of the above sites. But it should have deleted down to the 98% level so there is at least 2TB free on all of those sites and it hasn't done it.

bumping the limit on DUNE_UK_LANCASTER_CEPH got it to reap some files there.
