unify the directory ownership on /eos/experiment/neutplatform/protodune/dune rucio element #633

There is a mix of directories and files owned by timm and np04data, due to sometimes inadvertently running with kerberos authentication and Timm's kerberos principal on the declad. Need to standardize on np04data.. already understand the way to not make it happen again.
