Make all stuff on DUNE_CERN_EOS have rules #649

There's a lot of hd-protodune runs that are there but not listed as being there (because of the way the DeclaD was configured until just recently.. if we get them all shown then it is easier to get rid of them when we don't want them anymore. Also probably some vd-coldbox stuff and vd-protodune.

First try of adding hd-protodune rules didn't work need to try again.
