The file in question is already in rucio and already copied to Fermilab.

But the ingest daemon protodune-ingestd-np04 is still trying to copy it again and again. even though its file name shows it as copied.

Something is not right.

This is consistent with one of the FTS servers (and only one) having a new config and/or gfal that doesn't support xroot: protocol anymore. best to reconfigure ingestd to use root: and see if problem go away.

made the change on protodune-ingestd-np04, if that works will do the same on protodune-ingestd-np02.

The protocol change from xroot to root didn't help, but it turned out to be a fix on fts3-public.cern.ch that went bad, they reverted and then it was OK
