Get ingestd coded/configured to check the checksum of all files transferred #679

Appears like FTS3 transfers initiated by the ingestd are not checking the checksum.

Likely will need a code mod to do this right.. not something templated in the config file.. appears that ingestd is calling the FTS3 REST API directly and not shelling out.
