why hd-protodune data on eos from runs 22553-22766 not in metacat.. have to modify script #693

and go back and check low-numbered runs to be sure it didn't happen there.

Rules need to be checked too.

Low number runs 1-9999 also mostly not in metacat but there's another run sequence where some are in rucio.. 15TB of 49TB of hd-protodune on EOS are declared so far The bulk of the data is in those two ranges of runs, 1-9999 and 22553-22766

Have to modify the script to declare to metacat if it's not there, to auto-create the metacat data set too.

Also still have to do 76TB of hd-coldboxl

not all the runs 1-9999 are missing metacat, a few do have it. Basically anything where legacyFTS was running after the metacat transition was done (April 2023 or later) is in this state.

run 0456 a huge run without metacat.
