Updates on ALL SITES Storage monitoring page #704

Replicas per scope is really useful, could we also have replicas per site per scope?

lots of shard failures on this site. not sure what that means.

DUNE_UK_MANCHESTER_CEPH is newly added, country_name was not set. Now it's fixed.

I'll add replicas per site per scope.

I've added a table of replicas per site per scope at the bottom of dashboard ALL SITES Storage.

I've also added pull down menu for rse and scope, could be easy to select them to show info per rse per scope.
