overwrite_hop setting in new FTS #728

FTS 3.13 doesn't like the overwrite_hop setting that is being set on all eospublic to fndca transfers. Steven Murray thinks this may be fixed in a newer rucio version, investigating. It is just a warning. Files are still getting through.
