Fix rucio protocols on DUNE_IT_INFN_CNAF #744

add the xrootd as read only

but also find where the 800GB of stuff is now and then reorganize the RSE to be in dune-grid/dune/RSE and below instead of at dune-grid level.

ok actually the SRR shows that rucio thinks we have 8 TB but according to local storage we have only 116GB most of that under usertests Have to find all of that and then reconstruct the RSE under dune-grid/dune/RSE
