Aggregation for rucio transfers #29

Trying to look at all transfers is killing the display. Would be good to get aggregations going for rucio as well as xroot now that Steve is beating up on rucio.

But... then again we also learned a lot by looking at individual transfers so ability to look at performance over shorter time periods is also useful. So as usual, we want it both ways.

@hschellman Are you asking for batch Rucio transfer submission to FTS3?

At this point I've forgotten the original reason for this. This was a question for monitoring, being able to ask about the rucio transfers that ocurred between 2 points as an aggregate, not just 1 by 1. But not FTS3, actual rucio transfers between sites. The idea was to be able to do a network plot with the width of the pipes corresponding to transfer volume over a time span.
