There is no otherwise reported outage of this RSE at Fermilab.. hand tests of the same thing in the job work.

the rucio conveyor-submitter was stuck in a tight loop due to one file replica that was giving an exception because rucio was trying to fetch it from the defunct FNAL_DCACHE_TEST rse. disabled that.. now files are moving but it's not yet clear if this will fix the DUNE_US_FNAL_DISK_STAGE issue.
