No glideins going through UK_Oxford new CE (or old #173

Oxford recently changed out CE's and we haven't seen any AWT jobs go through that site. What we do know is that (1) AWT sees the new CE (2) so does the frontend But there don't appear to be any glideins requested on the new entry. Not sure why yet.

Ken submitted some test jobs targeting this entry and we now have a glidein requested at the new entry It's sitting idle, we'll see if it eventually runs.

Nothing has run in 37 days, time for a ticket to the Oxford people to see why the glideins are never starting.
