DUNE needs a way to test outside of the glideinwms factory and JustIN if sites will take tokens or not.
This is complicated in the case of ARC-CE's which do not have a fallback mechanism, they take one or the other.
This is in preparation for all-token contact to all htcondor-ces which is scheduled to happen in mid-may when
the vocms0207.cern.ch factory converts to htcondor 10 and drops GSI support.
