Adding a proper X layer reconstruction and matching with U and V layers

Also moving functions from TMS_Reco.h into TMS_Reco.cpp

Tested on Magnus' edep-sim output and the usual files from Jeffrey (/pnfs/dune/persistent/users/kleykamp/nd_production_output/2023-10-24_test_geom_v_1.0.3/edep/FHC/00m/00/neutrino.*). It runs on those without a problem.
