light DAQ 16-bit of ADC #185

We should change this: https://github.com/DUNE/larnd-sim/blob/1a240145121948370aaf1e6eefaa81c22acfc2c2/larndsim/light_sim.py#L580 (and check it's elsewhere), so the "16 bits" is not hard-coded. As it is uncertain how the light DAQ will be for FSD and nd-lar
