Automatically publish website folder to Surfer

Figure out how to setup Github Actions with a Surfer Action token to publish the /website folder to Cloudron https://docs.cloudron.io/apps/surfer/

Something like this:

• on commit, setup an environment which installs surfer cli
• use SURFER_TOKEN as the repo secret to copy files in /website folder
