EEG recordings may have patient any of sleeping, drowsy, awake throughout the recording and so should be able to select more than one

Yes, or perhaps just add 'Varying' as an option for now.

I think best just add 'Varying' for now. A thorough implementation would require something like what Beniczky et al describe for their neonate template:

"First alertness can be scored (awake; asleep). When both alertness types are present in the recording, ongoing activity is scored separately for the two types (i.e. in two different entries)."

But that's beyond TEETACSI requirements.
