Added create Transfer Proposal flow

Create transfer Proposal flow:

Spin up local env
Connect wallet
Go to Guild page
Create Discussion
Check Discussion
'All discussions' pages > click on existing Discussion > click 'Create Proposal' button On Create Proposal page
Enter title + description
Add action > Transfer > enter acc address + amount + asset
Click Create Proposal button
Confirm transaction on Metamask pop-up
Check if Proposal is visible (All Proposals page)
Click on Proposal and check title and description
