Only Creator of descirption should have edit discussion option #274

Description ATM anyone can come to particular Discussion and see/click on the Edit Discussion button > so basically enter edit mode - in case wallet is not connected you can just connect it and continue editing.

Steps to Reproduce

  1. Go to QA env
  2. Click on DXgov Guild card
  3. Click on All discussions button in sidebar
  4. Click on first discussion card

Expected behavior Only Creator of description should be able to see Edit Discussion button and Create Proposal button.
