Fix: 261 - adding all options to to, data and value arrays #287

Description

Added to, data and value array for each option when there are no actions.

Closes #261

How Has This Been Tested?

Go to Create Proposal
Add an Option with empty actions.
Leave the For option with empty actions as well
Creating the proposal should work.
