Missing message when there are no Proposals on All proposals page #291

Description ATM replicable on localhost guild, we should have message displayed instead of blank page. e.g. : There are no proposals. [Create a new discussion.] -> Create a new discussion. should be hyperlink, since users needs to create Discussion first in order to created Proposal.

Steps to Reproduce

  1. Spin up localhost env
  2. Go to any Guild
  3. Click on All proposals page

Expected behavior There should be adequate message and hyperlink.
