Describe the bug
Enchancement has a config option (enabled by default) to force all enchantments to be Level 1 enchantments, but keeping the effects of the enchantment's maximum level. Having this enabled also changes enchantment levels to not show a number, (like they do in vanilla with enchantments like mending and aqua affinity) because there is no point in doing so when the maximum level is one. However, enchantments added by Spectrum that normally go past level one still show that they are level 1 enchantments, despite their normal maximum level being unobtainable.
To Reproduce
Install Enchancement, install Spectrum, look at any spectrum enchantment that normally has more than 1 level.
Expected behavior
Spectrum enchantments should not show a "I" on their level if the maximum level is 1.
