Currently when there is an invalid postal block set it is reverted to the default PACKED_ICE.
While that is reasonable there is no way currently to completely disable the portal from the Overworld to Starry Sky.
Suggestion:
An empty value or "AIR" should disable the portal checks.
That way Custom Portal API can also be disabled completely, in case it breaks with 1.17 or another patch.
