Updated quay.io/signalfx/splunk-otel-collector from version 0.29.0 to 0.39.0 #99

This requires a change to the debug log-level command-line arg-passing.

Not sure if this will fix completely, but seemed to help with some situations where exports failed with +Inf or NaN being rejected as invalid in metrics.
