I have done some experimenting and found that we can have an underground belt prototype with a max distance of 0. This will allow SubTerra to use the underground-belt prototype which has the handy-dandy "structure" sprite that is drawn on top of the belt and its contents.

[ ] Create Placeholder graphics.
[ ] Dynamic prototype creation.
[ ] Re-write proxy creation and clean-up.
[ ] Re-write swap/rotation logic.
[ ] Migration Code
