Never noticed this when I've played since I'd never picked up a radio as a Pilgrim. The regular radios you find as loot don't work, so these are fixes to make sure that lootable or craftable[autolathe] radios are now the Voxcaster which can be used to communicate. The big backpack radio thing - only Guardsmen and special roles will spawn with functioning earpiece voxes.
