[Havoc mod pack] - Crew scaling might not be working correctly

• Compare daemon's custom version with lordhavoc's
• Test in game, both as alliance and player faction
• Values should change as the player approaches the center

To test:

• Create a new single player game
• Check the "Hire crew" in the starting area
• Teleport closer to the center
• Check the "Hire crew" on a station The amount of crew should be higher.

Not working correctly, crew hiring GUI needs to be reworked to allocate new crew.
