Move userscript options to popup modal #380

Currently we're using the /user/options page for this, which isn't great.

Having something like this would also allow us to more easily add new options, as well as reader tweaks (like MangaDex).

GM_Config may be good for this?

As per the above commit, this has been added. Style wise it still looks like ass, but it will do for now.

From what I've tested, everything should migrate OK, but there may be things I have missed, or other weird bugs that pop up, so I'll leave this open for a couple of days.
