Scaffold new project

Description

To scaffold a project means to set up a folder and file structure with the minimum needed to run something. We're not trying to build a mini-version of our final program at this point; instead we aim to get some of the boring-but-necessary stuff out of the way so we can start building.

Goals

• [ ] New Django project
• [ ] New Django app within this project
• [ ] Database connectivity
• [ ] Routing
• [ ] Django Admin
• [ ] A "Hello World" view

Expected Outcome
