roles below account manager should be able to request to use the llm data analysis feature #1312

Currently, the page has the same view for a pipeline manager with the button disabled. For roles below account manager, they should have an option to request to use the feature which will trigger the email.

The api for this has been pushed to backend. This is left to bind.
