Administration Backend #84

Right now we have a drop down for administration. It could be much better, especially if we want other people and spaces to use it.

It should include all that it currently has, plus a way configure many of the settings in the app.php file Such as Sparkpost / Twillow / AD / Mock Logins / Title / Logo / Colors
