Three Strikes for no shows

This is provisional on the board creating a rule. It is in the works.

• You will get a strike if you no-show an honorarium class.
• Each strike will expire after a month (this needs to be a config option).
• If someone collects three strikes at the same time, they will not be allowed to sign up for any classes or events.
• An email shall be sent out when this happens and given a date when they can sign up again. (one of the strikes expire).
• An email if they get a strike and a warning.
• The board needs an email telling them this as well.
