When a new issue is opened on GitHub, automatically post the issue link on Discord.

For now, post to the #issues channel. As Discord and GitHub issues grow, we'll consider opening a separate channel for these automated posts.

I have completed this task. The webhook will be pinged when the following events occur:

ISSUES: Issue opened, edited, deleted, transferred, pinned, unpinned, closed, reopened, assigned, unassigned, labeled, unlabeled, milestoned, demilestoned, locked, or unlocked.
ISSUE COMMENTS: Issue comment created, edited, or deleted.
RELEASES: Release created, edited, published, unpublished, or deleted.
WIKI: Wiki page updated.
