In “cannot collect resources” rounds, player motion is disabled.
Print to the chat box what round-type it is in alternate_collection_consumption rounds.

This PR prints the moderator message both at the start of consumption and donation rounds, but only if alternate donation/consumption is enabled. Isn't that what was required?

Whoops, this was an issue with my environment. Got it, testing more now.
