Rebalance support weapons/armor and torpedoes

• [x] Laser Damage per tick up
• [x] Railgun pierce down slightly, accuracy down.
• [x] Torpedo damage down slightly, ROF down a lot (halve it).
• [x] Support reactive armor HP moderate nerf, and increased threshold so they don't block more than one hit.
• [x] Perhaps more ablative DR also.

Intended goal - make reactive not such a gimme on supports and rather similarly on flagships.

Make lasers vs railguns an actual choice - railguns should still win, but cost a chunk of supplies to do so.

• [ ] Torpedo range down, perhaps specific nerf for torpedo stations? That or work out how to make point defense ^_^
• [ ] Ablative (and maybe other) DR scaling should be nonlinear so get higher less quickly at higher sizes.
