Azure logic Apps

This seems to be a consumption based azure version of power apps. Good for one offs rather than the monthly subscription that’s part of power apps. Might work out expensive if we start ti get a lot of traffic

the IaC scripts are not tested as some of the commands are in beta and dont seem to work yet. Added another issue to cover this off at a later date
