Add sample of UWP app that interacts with DNX web app on Windows 10 IoT Core

This should enable some interesting remote control scenarios:

• DNX web server running as startup task on Pi
• UWP XAML app running on Pi showing current status of whatever. This app would talk back to the DNX web server running on localhost
• DNX web server exposes UI/API endpoints to control the UWP XAML app
• Possible scenario: team room jukebox w/ web based controls

@meriturva had to put it on hold, didn't look further. Would still like a solution though.
