[Death Knight] Runic power rapidly decreasing after spell Horn of Winter #208

Horn of Winter spell of Death Knight generates 10 Runic Power. Runic power should have incremental decay when not in combat

Bug Starting at 10 it immediately drops to 6, then 3 then 2 and 0.

I cross-checked with another RP generator for Blood DK 'Empower Rune Weapon' and it correctly generates 25 RP and decay ticks per 1-digit decrement (25, 24, 23 and so on)

To Reproduce Roll a Blood Death Knight. Activate spell Horn of Winter. Check RP rapid decay

How it should work RP

After scouring countless articles for MoP DK design, the only validated design specification of Runic power generation is that 'it does not decay in combat' and this is working fine. Out of combat RP decay is indeed rapid but there's no formula made public. I'm marking this as closed since RP is working as intended during combat hence no impact on Class mechanics.
