Fixed postinstall on Windows #19

Changed the postinstall job to use node explicitly to run the travis-sync script. Fixes #15

@mattcfox Thanks - I'm going to merge this now and publish as 3.1.0. Looking at the passing travis builds and my expectation that this will work on all systems, I'm 99% sure this will be absolutely fine, but in case it isn't I'm doing the minor version bump so folks can version lock @ 3.0.x /cc @fippo @nathanoehlman
