Fix safari tech preview #47

Get Safari Tech Preview working again. It now needs Mac OS 10.13 and also has yet another way to turn on fake media devices.

I might just tweak the repo settings so that's the only PR merge style that's provided. It's definitely my preferred... even if you folks are doing all the work :)

TFW your pull request is open for so long that you need to bump not just one but two xcode versions :joy:
