If the current circle membership drops below three, previous messages will still display but all messaging functionality will cease to be available until it climbs back to three members

Leaving open-- add a true/false state monitor to check the member numbers. Then you can selectively reveal the create links only if that state is true. That way you can still view old content but can't post anything new. Members still see a totally blank page, this is just for the owner.
