Win10 Not running #3

Hi,

I downloaded the ChilipepprProxy.exe. Create a directory called "C:\OfflineHTML" Double click ChilipepprProxy.exe, a loading cursor appeared but nothing actually pops up. The loading cursor never goes away.

I also tried loading it via CMD, typed the location of the exe file. Terminal accepts and displays a new line with blinking cursor (I assume waiting for it to load). The exe will not load.

It cannot be run by double clicking. Open a command prompt, navigate to the directory where the .exe is, and run either:

chilipepprproxy.exe -online

or chilipepprproxy.exe -offline

or

chilipepprproxy.exe -h for more information

Also, I just tried it on Windows 10, and it seemed to launch just fine.

I managed to get it run after I turn off AVAST Antivirus. Yes, via command prompt.

I loaded the chilipeppr site a few times in on-line mode. Running fine. I'm using this site: http://chilipeppr.com/tinyg?v9=true

Now when I go to offline mode. I cannot load. I opened up Chrome's Debug Panel.:

So I'm curious and nevigate to the file in the offline files:
