Additional NJ Compatibility functions desirable #18

To smooth the transition for njTBX users, we need some more tools added to the 
nctoolbox/cdm/utilities/njcompatability folder.   Specifically:

nj_time.m
nj_attget.m
nj_tslice.m 

would be very useful in addition to the existing 

nj_subsetGrid

Did you write these? Can you put them in: "\cdm\utilities\njcompatability" and 
push to the repository?
