Create a webCAm that will display the gamefield to the operator. #43

Need to have a webcam available when a start button is pressed. When stop is pressed the webcam should be disabled.

Using the Microsoft Expression Encoder as the framework for the Camera we are able to select from any number of webcams that are connected to our laptop. We can start the WebCam by selecting it from the drop down and clicking the start button. Hitting stop will turn off display. This can be toggled back and forth.
