The proposal seems to go into a non-public system, which I do not think is useful (at least not as a default). Anyway, the proposal form sits at https://pretalx.com/wdcon21/submit/NE0ETC/info/ , and I am pasting a screenshot below.
I could imagine contributions to any of the tracks, and one of the strategies I usually use for deciding what to submit myself is to look at what others have proposed and then see whether any of the gaps in there fit with my interests.
