Define process for assessing progress towards yearly resolutions #1745

As per Resolution 2.iii of https://github.com/Daniel-Mietchen/ideas/blob/master/new-year-resolutions/2023.md :

Come up with a process to assess progress with respect to the resolutions beyond the 🟢/🟡/🔴 system I have used so far. Ideally, this would also work (perhaps with slight modifications) to communicate longer-term progress with respect to my pledges.
