Organize a workshop on integrating Wikimedia & crisis management workflows #449

This was already discussed at Wikimania but I hadn't opened a ticket for it, so after the HOT Summit, where it was discussed again, the idea is now ripe to be worked upon.

Perhaps even a series of workshops in different places, by feeding into initiatives like https://en.wikipedia.org/wiki/Wikipedia_talk:Contribution_Month_in_Canada_2017 , of which I was notified by way of a site notice while on the train from Ottawa (where the HOT Summit had taken place) to Montreal (where RDA 10 is taking place; see https://github.com/Daniel-Mietchen/events/issues/113 ).

Possible topics to work on: Emergency medical services, as per https://en.wikipedia.org/wiki/Template:Emergency_medical_services or https://en.wikipedia.org/wiki/Wikipedia:WikiProject_Disaster_management and related things/ other languages/ wikis.

Another thing to work on could be paving the way for systematic import of geoshapes into Wikimedia Commons, where there are currently only about 400.
