Some initial ideas:

registry of research ideas, funding proposals, calls for proposals, funding programs, data management plans, research projects
building a DMP for an entire emergency, e.g. a disease outbreak
adapt WMDE's Open Science Fellows program to international context
Open Data Lab
Bringing Science into the stadium
help turn unfunded public research ideas or proposals into (updated, expanded or otherwise improved) new proposals, ideally in a way that involves the original proposers in key roles

Just had another look at the page, which now states

Here you can see a list of eligible applications to the Open Research Fund in 2018, including project proposals.

At the end of October 2018, we will add short summaries to explain why these applications were successful or unsuccessful.

In the 2018 round, we received 96 eligible applications. For 87 of these applications, the applicant consented to us sharing their proposals.
