Get license information about papers into Wikidata #851

Check completeness of license information by publishers
- e.g. see "license" fields in records for Hindawi vs PLOS vs Karger
For publishers with high rates of completeness for journal articles, start pulling the information into Wikidata
- e.g. http://api.crossref.org/works/10.1155/2013/530651

I played a bit with https://github.com/CrossRef/rest-api-doc#api-overview tonight, e.g. https://api.crossref.org/prefixes/10.1371/works?filter=license.url:http://creativecommons.org/licenses/by/4.0/,has-orcid:true&rows=1000 , and made some test edits: https://www.wikidata.org/w/index.php?title=Special:Contributions/Daniel_Mietchen&offset=201808260355&limit=119&target=Daniel+Mietchen .
